INAUGURATION OF THE ACADEMIC YEAR 2008-2009
February 2, 2009 Statement by the President of the Student Senate

Chancellor, Distinguished guests, students and students, ladies and gentlemen, let me begin my brief remarks citing two articles of the Italian Constitution:
Article 3 paragraph 2 "It is the responsibility of the Republic to remove those obstacles of an economic and social nature which constrain, in fact, freedom and equality of citizens, prevent the full development of the human person and the effective participation of all workers in the political, economic and social development of the country. "
Article 33 paragraphs 1 and 2
"Art and science are free and they have free education.
The Republic lays down general rules for education and establishes state schools for all orders and degrees. "
from these two articles and in particular by these paragraphs because they were the backbone of all threads, all processes and all the mobilization of the movement that has developed this fall as a result of the measures the Government on university.
Many students have filled squares, assemblies, meetings, having seen these measures in an unprecedented attack on public education and then to the Constitution of our country.
I think it's hard to blame them, and even more difficult to reconcile the words of the Constitution with a cut to the Financing Fund Professor of three and a half billion euro in five years, and with the possibility of transformation of universities into private foundations .
Where are the schools of all levels established by the Republic?
Where is the freedom of research and teaching?
Where are the actions of the state acts to remove barriers to effective participation of all workers in the political, economic and social development of the country, where to plug the budget of a State to the expense of everything else first culture and education?
That we live in is called the knowledge society. Yet training and research were in last place among the concerns of past governments, whatever their color.
University suffers a chronic shortage of funding and so is the chronic shortage of funds for the right to education.

tempo i luoghi della formazione sono, nell’agenda politica, un problema da risolvere più che una risorsa da utilizzare al meglio, una voce di bilancio su cui tagliare anziché l’investimento giusto per rilanciare un Paese che da qualche tempo vive una crisi non solo economica ma anche culturale profonda.
In questo Paese non si adattano le strutture universitarie alla quantità di studenti che ne necessitano; in questo Paese si preferisce stabilire il numero di studenti che possono accedere alle Facoltà, introducendo il numero chiuso anche in quelle Facoltà non previste dalla legge, in base alle strutture universitarie esistenti che spesso sono vecchie e fatiscenti.
In questo modo viene negato a tanti, troppi giovani (e would be too much even if they were only a) the right to choose their own curriculum and professional basis, on the other, on a test crosses in which there are frequent errors and questions that have nothing to do with the chosen course of study.

E’ certo che spesso i finanziamenti pubblici destinati alle università non siano stati spesi al meglio e per fornire il meglio agli studenti.
Prova ne sono i molteplici corsi di laurea di diversi atenei italiani che contano quatto o cinque iscritti.
Anche il nostro Ateneo non può dirsi però esente dal non aver utilizzato al meglio le sue risorse per fornire il massimo ai propri studenti.
Due esempi pratici: il servizio sms che è indubbiamente costato all’ateneo diverse migliaia di euro e che non è stato mai utilizzato per comunicare con gli studenti da nessuna segreteria o nessun ufficio di quest’ateneo;

Representation is a fundamental element in the functioning of the university or at least should be.
The Student Senate, I have the honor to chair, is, unfortunately, a court severely limited in its ability not binding plays no role in the university, besides managing an annual budget that is must be used for the delivery of services and initiatives for students.
I think it is necessary to strengthen the role of the Student Senate in the life of the academic bodies such as giving task is to give a binding decisions of those bodies that have sensitive effects on student population.

The active participation of students must be continually stimulated, encouraged, facilitated and student representation is crucial in this.
