Appointment of officers and reorganization of services: the mountain gave birth to a mouse ....?

With months of delay, the Mayor has appointed new managers first defining the macro structure of the organization. In the acts just approved, it is hard to discern a pattern reorganization of services, while one can see the usual technical issues management: moving from an office of the Manager to another.
